About the Office

Legal Support for the Legislative Branch

Moshae Donald Walker is the Council Attorney for the City of Prichard City Council. A native of Mobile, Alabama, she is the founder of the Law Office of Moshae Donald and maintains a legal practice that includes municipal and governmental representation.
She earned a Bachelor of Science in Elementary Education from Alabama Agricultural and Mechanical University, graduating summa cum laude, and received her Juris Doctor from Vanderbilt University Law School. While attending Vanderbilt, she received a law scholar merit award, participated in the Mock Trial Board, and studied international copyright law, counterterrorism, and European Union law through the Vanderbilt in Venice program.

Her professional experience includes representing municipalities, government agencies, families, and children. She has also worked in civil defense and as both a municipal prosecutor and public defender. She is licensed to practice law in Alabama and before the United States District Court for the Southern District of Alabama.

Role of the Council Attorney

The Council Attorney provides legal counsel and representation to the City of Prichard City Council in matters involving its official legislative and governmental responsibilities. Her work includes advising the Council on municipal law, legislative authority, ordinances and resolutions, contracts, public records, financial oversight, Council procedures, and other legal matters affecting Council operations.

The Council Attorney reviews legal documents, provides guidance during Council meetings when requested, assists Councilmembers with legal and procedural questions, and represents the Council in litigation or administrative proceedings when formally authorized. She also helps ensure that Council actions comply with applicable federal, state, and municipal laws.
